Real step names from Steadhold's provisioning state machine; timings are the p50 of 20 consecutive creates measured on 31 August 2026. 2,095 ms of the 2,463 is wait_healthy — provisioning is mostly waiting for Postgres to accept connections. Kill the worker and the saga resumes at the first incomplete step: everything already done is re-checked, never re-created.
